However, the reported exchange should not be interpreted too broadly. A controller’s inability to identify traffic on radar does not necessarily mean nothing was present. Radar coverage depends on factors such as altitude, equipment, line of sight and aircraft transponder operation. Consequently, Russell’s recollection indicates that the controller had no immediate explanation available, but it does not resolve the identity of the lights.
