Introduction
The creation of the All-domain Anomaly Resolution Office (AARO) in 2022 marked the biggest structural change in how the US Department of Defense investigates unidentified anomalous phenomena (UAP) since modern military reporting began. Several groups remain sceptical for different reasons:
- Some current and former officials have questioned whether witnesses feel sufficiently protected from professional consequences.
- Some members of Congress have argued that AARO has not always received complete access to highly classified information.

As a result, AARO has become both an investigative office and a focal point for broader debates about transparency, secrecy and public confidence.
What changed in practice—and what did not
A common misunderstanding is that creating AARO represented official acceptance of extraordinary explanations for UAP. It did not.
