The Phoenix Lights are best understood not as one neatly bounded incident, but as a cluster of observations spread across Arizona on the evening of 13 March 1997. That separation matters because the evidence does not support one sweeping explanation with equal force. Military illumination flares provide a strong conventional explanation for the later lights. The earlier formation is more disputed: some witnesses believed they saw one immense solid craft, while other evidence points towards several aircraft flying together. Treating every report as the same event either exaggerates what remains unexplained or dismisses testimony that the flare explanation was never designed to address.
How the reports spread across Arizona
The first widely documented sequence began well north of Phoenix. The National UFO Reporting Center, or NUFORC, said its first hotline call came at approximately 8.16 p.m. from a former police officer near Paulden, north of Prescott. He described four or five red-orange lights in front with another trailing behind, moving towards the south-east. Later accounts placed similar formations farther south, including around Dewey, Scottsdale, Phoenix and eventually Tucson. The reports were not identical. Some observers saw clearly separated lights whose spacing or arrangement changed. Others interpreted the same broad geometry as the illuminated outline of one enormous object. This geographic progression is important but does not prove that every observer was following the same objects. Times were reconstructed from telephone calls, interviews and memories rather than from a unified network of calibrated cameras or radar records. Reports made from different towns could represent successive views of one aircraft formation, overlapping military activity, unrelated aircraft or a mixture of these. The phrase “Phoenix Lights” therefore gives a misleading impression of a single object hovering over one city.
The north-to-south pattern nevertheless fits ordinary aviation reasonably well. Arizona contains major military operating areas, training routes and civilian air corridors. Aircraft seen head-on or from far away can appear nearly stationary; as they approach and pass, their apparent spacing and brightness may change. A loose formation can also be perceived as the edges of a single dark object because the eye tends to connect isolated lights into a coherent shape.
Earlier formations and later flare sightings
The evening can be divided into two principal windows, although smaller or less securely timed reports also exist.
The earlier moving formation, roughly 8–9 p.m. Witnesses across a long corridor reported lights travelling generally southwards. The later Phoenix-area display, around 10 p.m. Residents saw a line or arc of brilliant lights apparently hanging over the south-western horizon. These lights were filmed from several locations and appeared to fade sequentially. Unlike the earlier formation, they did not seem to travel across the state. The military explanation applies most directly to the second window. Journalists established that aircraft from the Maryland Air National Guard’s 175th Fighter Wing were training in Arizona that night. Davis–Monthan Air Force Base spokesman Lieutenant Keith Shepherd confirmed that visiting A-10 aircraft had operated in the area and released flares. The exercise took place over the Barry M. Illumination flares descend under parachutes, remain bright for an extended period and can appear to hover when viewed from many miles away. From Phoenix, flares dropped beyond the Sierra Estrella could remain visible until they descended behind the mountain ridge, causing them to disappear one after another. This explanation is considerably stronger than a vague claim that “the military was doing something”. It matches the approximate time, direction, location, appearance and sequential fading of the later lights. It also explains why the lights seemed suspended above the horizon rather than moving rapidly overhead.
It does not automatically explain the earlier reports from Paulden, Prescott or central Phoenix. Those accounts began well before the reported flare release and frequently described lights crossing the sky rather than descending near a distant range. The case is therefore not clarified by choosing between “flares” and “a giant craft” as though those were the only two possibilities. Flares may explain one prominent part of the night while aircraft or other causes account for another.
Was the earlier V also aircraft?
The most significant conventional evidence for the earlier formation came from amateur astronomer Mitch Stanley. Stanley observed the lights from Scottsdale using a 10-inch telescope. He told local journalists that magnification resolved what looked like individual lights to the naked eye into pairs of lights positioned on separate, squarish wings. Stanley’s observation deserves particular weight because a telescope can reveal separation and structure invisible to unaided observers. His description also fits reports in which the formation changed shape or one light lagged behind. Separate aircraft would naturally alter their spacing slightly as they followed a route or adjusted formation.
There are limitations. No photograph through the telescope was taken, Stanley watched for only about a minute, and his account became prominent after the sighting had entered public debate. His identification also does not establish the exact aircraft type, unit or flight plan. Even so, it is stronger evidence than an unsupported guess because it describes a direct, instrument-assisted observation made during the event.
Some sceptical reconstructions have proposed that A-10 aircraft associated with the same broad training programme were responsible for both phases: one group crossing Arizona in formation and another releasing flares later. Contemporary reporting confirmed that visiting A-10s were active, but the surviving public documentation does not provide a complete, minute-by-minute match between a named flight and every earlier witness report. Why some witnesses perceived one enormous object
The central disagreement is not simply whether lights were present. It is whether the lights belonged to separate aircraft or were fixed to a single dark structure.
Witnesses who favoured the solid-object interpretation described a sharply defined V or boomerang, sometimes apparently close enough to block stars. Some said the formation moved slowly and silently overhead, creating an impression of exceptional size. Actor and pilot Kurt Russell also later recalled reporting a group of lights while approaching Phoenix Sky Harbor with his son. His account reinforces the cultural link between the Phoenix Lights and celebrity UFO testimony, but it does not identify the objects. Several features of night-time perception can explain why observers reached different conclusions. Against a dark sky, there may be no visible surface between widely spaced lights, yet the brain can still perceive a connected outline. Distance is especially difficult to judge: the same angular width could represent a small formation relatively nearby or a much larger formation far away. Apparent silence is similarly ambiguous because high-flying aircraft may be inaudible, particularly when background noise, wind direction and viewing distance are unknown.
Claims that stars were blocked are potentially significant, but the surviving evidence is testimonial rather than instrumentally recorded. A dark aircraft formation passing across different patches of sky, thin cloud or simple loss of attention to faint stars could each create a similar impression. Conversely, the absence of clear photographs of a solid surface does not prove that no such surface existed. The public record is simply too weak to settle that aspect retrospectively.
Why the videos cannot resolve every account
The Phoenix Lights are often presented as an unusually well-filmed UFO event. That is true only in a limited sense. Multiple recordings exist, but the best-known footage chiefly shows the later row of lights near the horizon. This mismatch has shaped the controversy. Viewers hear testimony about a vast moving object while watching video of distant lights that are more consistent with flares. The two evidence streams become fused in documentaries and retrospective news packages, giving the impression that cameras captured the object described by every witness. In reality, the dramatic testimony and the clearest footage often refer to different times and viewing geometries.
The later recordings are useful precisely because they can be compared with terrain and known flare behaviour. Their value should not be stretched beyond that. Demonstrating that the 10 p.m. lights were probably flares neither proves nor disproves what a family in Prescott reported much earlier. Equally, an unresolved early account cannot make the later flare imagery mysterious again.
Why witness accounts remain divided
The Phoenix Lights developed into a case family before investigators had assembled a common chronology. Witnesses contacted police, newsrooms, UFO organisations and local politicians through separate channels. Military explanations emerged gradually, while national coverage arrived months after the event. Three factors keep the accounts divided.
First, witnesses did not all describe the same visual behaviour. A rigid object, a changing formation and a stationary line of lights are not interchangeable descriptions. They may reflect different viewing angles, perceptual interpretations or genuinely different aerial events.
Second, the quality of evidence is uneven. The later phase has video, a compatible military activity and a terrain-based explanation. The earlier phase relies more heavily on testimony, with Stanley’s telescopic aircraft identification providing an important but unrecorded counterpoint to solid-craft accounts.
Third, later celebrity and political testimony increased attention without closing the evidential gaps. Symington’s status as a former governor and Russell’s experience as a pilot make their recollections notable, but neither supplies the measurements needed to determine the objects’ distance, size or origin. Fame can enlarge the audience for a mystery; it cannot merge inconsistent timelines into a single verified encounter.
A mystery made clearer by splitting it apart
The most defensible reading of the Phoenix Lights is neither that the entire night remains inexplicable nor that one explanation has settled every report. The later, widely filmed lights have a persuasive flare explanation supported by documented military training activity and by the way the lights appeared and faded. The earlier moving V is less securely resolved, although aircraft in formation are supported by Stanley’s telescopic observation and by accounts of changing spacing.
What remains mysterious is therefore narrower than the legend suggests. It concerns which earlier reports described the same formation, what aircraft may have been involved, and why some observers perceived a vast solid structure while others saw separate lights. Without contemporaneous high-resolution imagery, complete radar data or an identified flight matched precisely to the witness timeline, those questions cannot now be answered with confidence.
The enduring lesson of the Phoenix Lights is methodological. A famous UFO case can contain several events, several ordinary explanations and a residue of genuinely unresolved testimony at the same time. Separating the time windows does not diminish the witnesses’ experiences. It prevents the explanatory mistake at the centre of the legend: assuming that every unusual light over Arizona that night must have had one cause.
